I certify that George Philip Lammert who made and
signed the Declarations marked with the letters "A" and "B"
is Mr. G. P. Lammert, a Justice of the Peace, a Share and
General Broker and Auctioneer in this Colony; the Horace Percy Smith who made and signed the Declaration marked with
the letter "C" is Mr. H. P. Smith, a Justice of the Peace,
Fellow of the Institute of Chartered Accountants and a partner
in the firm of Messrs. Peroy Smith, Seth and Fleming, Accountants and Auditors; the John Hennessey Seth who made and signed the Declaration marked with the letter "D" is Mr. J. H. Seth, Fellow of the Society of Incorporated Accountants and Auditors and a partner in the firm of Messrs. Percy Smith, Seth and Fleming, Accountants and Auditors; the Wong Kwong Tin who made and signed the Declaration marked with the letter "E" is Mr. Wong Kwong Tin, a Justice of the Peace and Director of the Chinese Merchants Bank.
I am not personally acquainted with the said Mr.
J. 8. Lee but from the statements in the declarations referred to above and as the Secretary for Chinese Affairs supports the application, I am satisfied as to his character and recommend that this certificate be granted.
